If its possible a 3-6 day waiting period before someone can reply to a thread. After the 3-6 waiting period is over , one post allowed once every 4 hours until the new member has accumulated a certain number of posts before he or she can be taken off that post restriction.

Posting restrictions have been proposed earlier but it the staff/admins have never approved it. I think your restrictions are a little too strict, maybe something milder.

I don't think those restrictions are too harsh. I notice that spammers have been posting links to untranslated Japanese micro-games in the wrong forum section.It seems that as soon as 10 or 20 threads are reported and taken down new ones seem to immediately pop up in their place.The hentai area seems to have 5 pages worth of threads of these and none of them are in the download area of the hentai subforum section.

Punishing new members isn't the way to go.

There are better methods to keep bots out.
Such as using using spam database monitoring such as stopforumspam or Akismet systems.

Bots will get through no matter what, unless you turn on admin approval only.
I admin on a forum where it's a pain in the ass, they eventually got through every capcha we could throw at them.

Maybe make it a system where they have to post in a specific place before being able to post in another part of the forum? I.e must do their own intro.

Captcha for bots is stupid.

As I said, spam database management works wonders.
