To be honest the only reason I did madam shirley was due to the comment that Oda knows how to surprise us.
I agree that she is very unlikely, however I would put her as the only logical option besides Jinbe (only for the surprise factor, as she would be like 12% while jinbe would be 95% (internet statistics)). The lack of her appearing and the so-far non-existant fighting capabilities of her I don't think she will join. To add one more candidate that has been overlooked (which makes it even more likely), the Kraken.
